About the Role
Our organization is currently in the middle of a large-scale FTTH (Fiber to the Home) rollout in Flanders, supported by a dedicated project team consisting of GIS engineers, FTTH engineers, and various stakeholders managing the entire journey from scoping to construction. To manage the volume and complexity of this rollout, we are looking for a Program Delivery Lead who will ensure that teams operate effectively, predictably, and with a clear cadence, relying on a limited and manageable set of meetings.
As Program Delivery Lead, you take end-to-end responsibility for the successful execution of the program. You ensure that the various teams work in a structured, transparent manner aligned with set objectives. You combine program leadership with pragmatic process facilitation and serve as the central point of contact for progress, risks, dependencies, and escalations across the program.
You focus on delivery, collaboration, and governance. You are not a JIRA administrator or a technical system manager, but you ensure processes are followed, information is reliably available, and teams are empowered to perform at their best.
Your Responsibilities
Program & Delivery Management
Responsible for the planning, execution, and delivery of the FTTH program across all phases: scoping, engineering, and construction.
Monitor scope, timelines, dependencies, risks, and critical milestones.
Create and maintain integrated roadmaps and delivery plans.
Ensure timely escalation and decision-making when issues exceed the scope of individual teams.
Track program KPIs, progress, and overall delivery performance.
Team Dynamics & Operational Steering
Facilitate short, focused daily stand-ups per team to review progress, blockers, and priorities.
Prepare and facilitate operational reviews to provide clear visibility into progress, risks, and bottlenecks across workstreams.
Actively identify and follow up on blockers until they are resolved.
Ensure agreements, action items, and progress are consistently recorded in JIRA so work status remains transparent and reliable for everyone.
Guide teams toward a structured way of working with clear quality criteria and explicit rules for transitioning work to subsequent phases.
Onboard and mentor new team members on the program's way of working and delivery processes.
Stakeholder Management & Governance
Prepare clear and concise status reports for management and steering committees.
Present progress, risks, dependencies, and escalations to senior stakeholders.
Coordinate with internal teams, external partners, and vendors to ensure smooth execution.
Facilitate decision-making and resolve conflicting priorities among stakeholders.
Risk & Performance Management
Proactively identify, analyze, and mitigate risks and dependencies.
Highlight recurring process bottlenecks or capacity issues, backed by concrete examples from daily operations.
Monitor resource planning and capacity requirements across the program.
Support budget tracking and forecasting in collaboration with business stakeholders.
Continuous Improvement
Apply pragmatic delivery methodologies tailored to the context, without dogmatically adhering to a single framework.
Identify opportunities for improvement across processes, collaboration, and reporting.
Capture lessons learned and fostered a culture of continuous improvement.
Your Profile
Minimum 5 to 10 years of experience in program, project, or delivery management within an operational environment.
Proven track record leading complex, multidisciplinary initiatives, preferably within infrastructure, telecom, utilities, or similar sectors.
Strong organizational skills and a demonstrated ability to deliver results on schedule and aligned with target goals.
Excellent stakeholder management skills and experience reporting to senior management.
Strong facilitation and communication skills: capable of keeping meetings short, focused, and valuable.
Pragmatist who can introduce structure without adding unnecessary processes or administrative overhead.
Experience in risk and dependency management.
Practical user affinity with JIRA: understands how boards, workflows, and tickets function and can guide teams in using them effectively.
Proactive mindset: flags issues before they escalate and takes ownership to drive solutions.
Experience working with multidisciplinary teams (engineering, GIS, or similar technical profiles) is a strong plus.
Dutch speaker with strong proficiency in English for technical and program-related documentation.
What Success Looks Like in This Role
After the initial months, teams operate at a recognizable and predictable rhythm. Stand-ups are brief and value-adding, JIRA provides a reliable overview of work status, and blockers are identified and resolved early on. Management and steering committees receive clear, consistent reporting on progress, risks, and dependencies. The program is executed in a controlled manner, with high levels of predictability, transparency, and successful realization of established goals.
