Citizen Development & Governance Lead

About the Role

We are looking for an experienced Citizen Development professional to support the growth and development of our Citizen Development team and community within a large organisation.

This person will play a central role in defining, implementing, and continuously improving a governance framework that enables Citizen Developers to build secure, sustainable, maintainable, and effective solutions. The candidate will also work hands-on, designing and developing Microsoft Power Platform solutions while contributing directly to delivery and demonstrating the standards promoted across the community.

The ideal candidate combines strong technical expertise in Microsoft Power Platform with excellent stakeholder communication skills and proven experience in establishing Citizen Development governance at scale.

Key Responsibilities

Citizen Development Governance

Define, implement, and continuously improve the Citizen Development governance framework.

Establish development standards, processes, guidelines, and best practices.

Ensure that all Citizen Development practices comply with the organization’s existing IT rules, standards, and processes.

Build the Citizen Developmnt governance framework on top of, and in alignment with, the organization’s existing IT governance framework.

Work closely with IT teams to ensure that Citizen Development activities meet existing security, compliance, architecture, and operational requirements.

Contribute to defining processes for environment management, access management, roles and responsibilities, and the lifecycle of solutions developed by Citizen Developers.

Help implement appropriate controls to ensure the quality, maintainability, security, and long-term sustainability of Citizen Development solutions.

Technical Expertise and Development

Design and develop advanced solutions using Microsoft Power Platform.

Act as a technical reference for the Citizen Developer community.

Conduct technical reviews and help Citizen Developers improve the quality of their solutions.

Define and promote standards for development, documentation, deployment, maintenance, and support.

Identify relevant technical best practices and ensure that they are effectively shared across the community.

Provide practical guidance by combining governance expertise with hands-on development experience.

Support and Enablement of Citizen Developers

Provide coaching, mentoring, and technical support to Citizen Developers.

Create and maintain reference guides, templates, standards, and documentation.

Help Citizen Developers adopt the governance framework and follow established development best practices.

Promote responsible and sustainable development practices throughout the community.

Collaboration with Citizen Developers and IT Teams

Act as a key point of contact between our team, the Citizen Developer community, and IT teams for framework aspects.

Advise Citizen Developers on development, solution design, security, documentation, and operational best practices.

Collaborate with IT teams to incorporate governance, security, compliance, architecture, and operational requirements into the Citizen Development ecosystem.

Translate IT requirements into clear and practical guidance for Citizen Developers.

Participate in working groups and initiatives aimed at improving the Citizen Development governance framework.

Automation and Continuous Improvement

Contribute to the design and implementation of tools that automate quality and compliance checks.

Help establish pre-validation mechanisms for solutions before they are submitted for production.

Participate in the automation of documentation generation and validation.

Contribute to tools that support the preliminary review of code, solution configuration, documentation, and development practices.

Identify opportunities to continuously improve Citizen Development tools, processes, controls, and working practices.

Contribute to the industrialization and scaling of the Citizen Development operating model across the organization.

Candidate Profile

Experience

At least five years of experience in roles related to Microsoft Power Platform, application governance.

Proven experience in establishing or implementing a Citizen Development governance framework within a large organization.

Experience supporting, coaching, training, and facilitating developer communities.

Experience working with IT, security, architecture, compliance, and operational teams.

Demonstrated ability to work in complex organisational environments with multiple stakeholders and existing IT governance structures.

Technical Skills

Strong hands-on development experience with Microsoft Power Platform.

Good understanding of IT governance, security, compliance, architecture, and operational requirements.

Experience in automating quality controls and solution documentation.

Strong knowledge of development, maintenance, documentation, and application lifecycle management best practices for Microsoft Power Platform solutions.

Ability to translate governance requirements into practical, proportionate, and effective solutions.

Ability to review solutions and provide clear, actionable technical recommendations.

Understanding of the challenges associated with scaling Citizen Development in a large organization.

Behavioral and Communication Skills

Excellent communication and presentation skills.

Ability to explain complex technical and governance topics clearly to both technical and non-technical audiences.

Ability to communicate effectively in French, Dutch, and English, both verbally and in writing.

Strong service and enablement mindset.

Ability to collaborate effectively with a wide range of stakeholders.
